The Organization further affirms that the High Contracting Parties to the Fourth Geneva Convention have a legal obligation under article 1 of the Convention, under which they undertake to respect and to ensure respect for the Convention in all circumstances, as well as its obligations under article 146 of the Convention to prosecute those accused of committing serious violations of the Convention.
