This study includes technical, operational and financial information and analysis that define the requirements that must be met in order to establish a commission concerned with the affairs of the missing and forcibly disappeared. The proposals and recommendations contained in this study reflect international best practices that would lead the commission to achieve maximum effectiveness and sustainability, while at the same time being appropriate to the reality of the situation in Lebanon and taking into account its laws, politics and history alike.
